Qualified moo-citizens become citizen-shareholders, called "hereditors-in-waiting". As citizen-shareholders, they immediately start receiving monthly dividends called "happi"money" as in the expression "the money supply".
"Happi"money is brand new money, created out of thin air by a government entity called the HED - the Hereditors Reserve.
Later, as their democracy upgrades to a fuller form of "happi"ocracy, they are upgraded to full hereditorship; they become moo-citizen-shareholder-representative-deciders called “hereditors”.
As citizen-representative-deciders, they start doing for themselves much of the work they previously paid the bureaucracy to do for them. So they get a second monthly dividend called "happi"cash as in the expression "cash, not kind".
"Happi"cash is a residual. It is what remains of federal revenue without the expense of the work previously done by the bureaucracy but now done by the hereditors themselves. In other words, the more hereditors govern themselves by doing the work of government, the bigger their "happi"cash dividends.
As full hereditors, they own their hereditorland; they participate in lawmaking and other government functions.
Hereditorship is true democracy..ahem "happi"ocracy...in the making.
Why are hereditors also designated as "deciders"? Because they, and politicians, both perform the same functions. They don't make anything. But they both think, research, talk, listen, compare, debate; and decide. The difference is that when politicians make mistakes their mistakes affect many. But when moos make mistakes, their mistakes affect few. Hence "happi"ocracy's adoption of subsidiarity as an important principle of good governance. In this context, subsidiarity is the taking of decisions at the lowest level possible, and not higher than the highest level necessary. Which suggests that localization is a better long-term choice than globalization.
Finally, hereditors are also described as First Responders. In a "happi"ocracy, it is the duty of all hereditors to prepare for the Big One when it comes. This is a matter of thinking long-term; a function sadly lacking in old-fashioned democracy centered around years-apart elections unsuited to today's world of instant communication. This also suggests that localization may be better long-term choice than globalization. In particular, it means not only Security in general but Food Security in particular. Witness the consternation in Qatar when other nations cut ties with it.
Hereditors' managing their own matters and being responsible for their outcome, is a happier way than democracy's top-down management.
